Notice on Customs Clearance of New Zealand Import and Export Goods

新西兰进出口货物通关须知

  

1、 Import (commercial import)

(1) Customs declaration.

For the first import customs declaration of importers, customs provides customs clearance assistance. Afterwards, the importer must complete the customs declaration procedures on their own or declare through a customs broker (customs agent) or freight forwarder.

Import declarations must be made electronically.

According to the Customs Law of 1996, import declaration and other customs clearance procedures aim to provide detailed information on imported goods and are acts of declaration to customs in accordance with the law. False or false declaration is a violation of customs laws and will result in fines or lawsuits.

(2) Customs declaration application.

1. Declaration form.

Import declarations must be made electronically. Generally, customs will process the declaration application within 30 minutes of receiving it. Importers or their agents can declare by installing and using Customs EDI (Electronic Data Interchange System) software, or by using ECN (Online Declaration Website).

2. Customs declaration registration.

According to the Customs Law of 1996, personnel who need to make electronic import declarations must register with the Customs. After approval, the applicant will receive a customs declaration code and a single user identification code (UUI). The usage of UUI and Personal Identification Number (PIN) is the same. UUI is issued to individuals to identify the person responsible for electronic declaration, and it is also considered your electronic signature.

The registered user currently has only one declaration code and UUI. When users switch industries, UUI can still be used. Users must take reasonable security precautions to keep the UUI code confidential. If the user believes that the UUI code has been stolen, they should immediately inform the local customs and call the National Customs Telephone Customer Service Center to cancel the original UUI and apply for a new code. According to the Customs Law, registered users are responsible for all import declarations under their own UUI.

How to become a registered user:

Fill out the user application form for the customs electronic import declaration processing system;

When submitting a completed form to the local customs;

Submit identification documents according to the requirements of the application form.

(3) Online clearance.

ECN (Online Declaration Website) is mainly designed for regular importers who are familiar with customs clearance requirements and can complete import declaration procedures on their own. For importers who do not require frequent customs declaration, online customs clearance generally has lower costs than installing EDI software. According to the Customs Law of 1996, submitting a customs declaration application through this website is the act of declaring to the customs in accordance with the law. False or false declaration will be considered illegal and may result in fines or prosecution.

No fees need to be paid for registration with customs or through the ECN website. But once you start using online declaration services, ECN will charge customs clearance fees to your company.

2、 Export

(1) Customs declaration.

According to the Customs Act of 1996, export declaration and other clearance procedures aim to provide detailed information on exported goods and are the act of declaring to New Zealand Customs in accordance with the law.

For the first export customs declaration, customs provides customs clearance assistance. If the exporter is not familiar with the customs declaration procedures, relevant laws and regulations, tariff classification, customs valuation, and whether the goods need to obtain an export license, they can entrust a customs broker or freight forwarder to declare the goods.

(2) Electronic declaration.

Before shipment for export, the goods must be declared to customs electronically. Customs generally process customs declaration applications within 60 minutes of receiving them, except for cases where rejection is caused by document errors. Exporters can make electronic declarations by installing EDI software or logging into the New Zealand Customs Online Declaration website.

Generally speaking, EDI is more suitable for exporters who frequently declare customs, while online declaration is more suitable for exporters with smaller business volumes.

(3) Customs declaration registration.

According to the Customs Law of 1996, individuals who need to make electronic export declarations or output electronic cargo information reports must register with the Customs. After approval, the applicant will receive a customs declaration code and a single user identification code (UUI).

The usage of UUI and Personal Identification Number (PIN) is the same. The UUI is issued to individuals to identify the person responsible for electronic declaration. This code is considered as the applicant's electronic signature and can only be used by one applicant. Users must take reasonable security precautions to keep the UUI code confidential.

(4) Declaration time.

Exporters should make electronic declarations to customs 48 hours before the shipment of exported goods. The customs computer system will review electronic export declarations and issue inspection instructions within 60 minutes. Customs provides 24-hour review services. However, if sea freight goods are declared to customs 48 hours before loading and air freight goods are declared 9 hours before loading, and the goods need to undergo customs inspection at this time, the goods may miss the liner or flight.

(5) Export precautions.

Please conduct export customs declaration electronically as soon as possible and clear customs before shipment of goods;

Cannot ship without release instructions;

Export customs clearance must be completed before export shipment;
