Recently, the General Administration of Customs of China has issued the Announcement on Phytosanitary Requirements for the Import of Fresh Jackfruit from Bangladesh. Below is a detailed introduction to the specific phytosanitary requirements for fresh jackfruit imported from Bangladesh.

Fresh jackfruit (hereinafter referred to as jackfruit), scientific name: Artocarpus heterophyllus, English name: Jackfruit.
Jackfruit‑producing areas in Bangladesh.
All orchards and packaging facilities exporting jackfruit to China shall be reviewed by the Bangladeshi side and registered upon approval by the Chinese side. Registration information shall include name, address and registration number, so that traceability can be achieved accurately when exported goods fail to comply with the provisions of this Announcement. Before each export season, the Bangladeshi side shall submit the list of registered orchards and packaging facilities to the Chinese side. After being reviewed and approved by China, the list will be published on the website of the General Administration of Customs and updated on a regular basis.

1. Orchards exporting jackfruit to China shall establish a sound quality‑management and traceability system under the supervision of Bangladesh, implement Good Agricultural Practices (GAP), maintain good sanitary conditions in orchards, remove rotten fruits in a timely manner, and carry out Integrated Pest Management (IPM), including regular pest monitoring, physical, chemical or biological prevention and control, as well as field‑operation control measures. 2. In accordance with the requirements of ISPM 6 (International Standards for Phytosanitary Measures No. 6), Bangladesh shall formulate a management plan targeting the quarantine‑related pests of concern to China, carry out orchard monitoring throughout the year, and conduct fruit bag‑covering treatment during the growing period of jackfruit until fruits are removed from bags at packaging facilities after harvest. 3. Pest monitoring and prevention‑control activities shall be carried out under the supervision and guidance of professional technical personnel of Bangladesh, who shall receive training provided by Bangladesh or its authorized institutions. 4. Orchards and packaging facilities shall keep records of pest monitoring, prevention‑control and bag‑covering, and provide such records to China upon request. Prevention‑control records shall include the name, active ingredient, dosage and application time of chemical agents used during the growing season. 5. For Bactrocera carambolae and Bactrocera umbrosa, orchards and packaging facilities shall, under Bangladeshi supervision, adopt methyl eugenol‑hydrolyzed‑protein traps and other suitable monitoring and control methods, and submit relevant plans and results to China upon request. 6. For Indarbela tetraonis, Glyphodes caesalis, Milviscutulus mangiferae, Ochyromera artocarp and Planococcus minor, 2 % of plants in each orchard shall be randomly sampled every two weeks from blossom to harvest, with inspections focusing on branches, leaves, flowers and fruits. If pests or relevant symptoms are detected, preventive‑control measures (chemical or biological) shall be taken promptly to keep pest populations at a low level. 7. For Phyllosticta artocarpina, Rhizopus artocarpi and Uredo artocarpi, monitoring shall be performed at least once a month from budding to harvest, focusing on stems, leaves and fruits. If suspicious symptoms are found, samples shall be sent to laboratories for testing; once pathogens are detected, control measures shall be implemented in the orchard.
1. All processing, packaging, storage and loading operations for jackfruit exported to China shall be conducted under quarantine supervision by Bangladesh or its authorized personnel. Packaging premises shall maintain good sanitation and be equipped with pest‑exclusion facilities such as insect‑proof nets. 2. Jackfruit for export to China must be processed and packed in registered packaging facilities. During processing and packaging, jackfruit shall be sorted, cleaned and graded to ensure freedom from insects, mites, rotten fruits, plant debris and soil. The surface of each jackfruit fruit shall be blown clean of scale insects and other pests with air guns or brushes. Inspectors shall examine every fruit and discard those with cracks, bruises, softening, pest infection or rot. 3. Packaging facilities shall build a traceability system so that each packed consignment of jackfruit can be traced back to its registered orchard and packaging plant. Records shall include packaging date, names/registration numbers of source orchards and packaging facilities, quantity, production date, export volume, destination country and container seal‑number information. 4. Finished, packed jackfruit shall be put into warehouse immediately and stored separately to avoid re‑infestation by pests.
1. Packaging materials shall be clean, unused and meet Chinese phytosanitary requirements. If wooden packaging is used, it must comply with ISPM 15. 2. Each package shall be marked in Chinese or English with the name of fruit, country of origin, producing region, names/registration numbers of orchard and packaging facility. Each carton and pallet shall bear the marking “Exported to the People’s Republic of China” (in Chinese or English). 3. Containers loaded with jackfruit shall be inspected for good sanitary condition before loading, then sealed. Seals must remain intact upon arrival at China’s port‑of‑entry.
If quarantine‑related pests, leaves or soil of concern to China are detected, the consignment shall not be exported to China. Bangladesh shall investigate the root cause, implement corrective actions, retain investigation records, and provide such records to China upon request.
1. For jackfruit passing quarantine inspection, Bangladesh shall issue a Phytosanitary Certificate, stating the names or registration numbers of orchards and packaging facilities, with the following additional declaration:
“This consignment complies with the Phytosanitary Requirements for Export of Fresh Jackfruits from Bangladesh to China, and is free from quarantine pests of concern to China.” 2. Before official trade commences, Bangladesh shall submit a sample Phytosanitary Certificate to China for confirmation and filing.
When jackfruit consignments arrive at ports‑of‑entry in China, Chinese Customs will check documents and marks and conduct inspection‑quarantine.
1. Verify whether the imported jackfruit holds a Plant Quarantine Import Permit. 2. Verify whether the Phytosanitary Certificate meets the requirements specified in Section 6‑(5) of this Announcement. 3. Verify whether labels on cartons or wooden packaging comply with Section 6‑(3) of this Announcement.
1. Jackfruit exported to China shall enter China only through fruit‑import ports approved by the Chinese side. 2. Upon arrival, Chinese Customs will conduct inspection‑quarantine in accordance with Chinese laws, regulations, national standards and this Announcement. Goods that pass inspection‑quarantine will be granted entry.
1. If jackfruit comes from an unapproved orchard or packaging facility, the whole consignment shall be denied entry. 2. If quarantine‑related pests of concern to China, newly‑occurring quarantine pests in Bangladesh, soil or plant residues are detected, the consignment will be returned to origin or destroyed. 3. If goods fail to meet China’s food‑safety laws, regulations or national standards, the consignment will be returned or destroyed.
