Announcement on the Implementation of Mutual Recognition of Authorized Economic Operator (AEO) between China Customs and Cambodia Customs

   The Arrangement between the General Administration of Customs of the People’s Republic of China and the General Department of Customs and Excise of Cambodia on Mutual Recognition of China Customs Enterprise Credit Management System and Cambodia’s Authorized Economic Operator System (hereinafter referred to as the Mutual Recognition Arrangement) shall come into force on September 15, 2026. Relevant matters are hereby announced as follows:

1. In accordance with the provisions of the Mutual Recognition Arrangement, China Customs and Cambodia Customs mutually recognize each other’s Authorized Economic Operators (AEO). Cambodia Customs recognizes China Customs AEO Advanced Certified Enterprises as mutually recognized AEO enterprises. China Customs recognizes enterprises certified under Cambodia Customs’ AEO system as mutually recognized AEO enterprises.
2. For imported goods clearance, China Customs and Cambodia Customs shall offer the following facilitation measures to mutually recognized AEO enterprises: apply a lower rate of import inspection; provide priority inspection for goods requiring physical examination; designate customs liaison officers to communicate and handle problems encountered by AEO enterprises during customs clearance; after major infrastructure recovers from trade disruptions, endeavor to the maximum extent to provide rapid customs clearance for goods imported from each other’s AEO enterprises.
3. When Chinese Advanced Certified Enterprises export goods to Cambodia, they shall inform the Cambodian importer of the AEO code (AEOCN + the 9th to 17th entity identification number of the Unified Social Credit Code, e.g. AEOCN123456789). The Cambodian importer shall declare in accordance with the requirements of Cambodia Customs. Cambodia Customs will verify the status of China Customs AEO enterprises and grant relevant facilitation measures.
4. When Chinese enterprises import goods from Cambodian AEO enterprises, they shall fill in the Cambodian AEO enterprise code in the 'Overseas Shipper Code' field under 'Overseas Shipper' on the import customs declaration form, as well as the 'Shipper AEO Enterprise Code' field on sea and air cargo manifests. The coding format shall be 'Country Code (KH) + 7-digit enterprise code', for example 'KH2025008'. China Customs will verify the status of Cambodian AEO enterprises and grant relevant facilitation measures.
