Announcement No. 86 of 2026 of the General Administration of Customs

In accordance with relevant Chinese laws and regulations, as well as the provisions reached between the General Administration of Customs of the People’s Republic of China (hereinafter referred to as the Chinese Side) and the Federal Service for Veterinary and Phytosanitary Surveillance of the Russian Federation (hereinafter referred to as the Russian Side) on quarantine and sanitary requirements for compound‑feed exported from Russia to China, compound‑feed from Russia that meets the following requirements shall be permitted for import with immediate effect.

I. Inspection and Quarantine Basis

1. Biosafety Law of the People’s Republic of China
2. Law of the People’s Republic of China on Entry‑Exit Animal and Plant Quarantine and its Implementing Regulations
3. Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Feed and Feed Additives
4. Protocol between the General Administration of Customs of the People’s Republic of China and the Federal Service for Veterinary and Phytosanitary Surveillance of the Russian Federation on Quarantine and Sanitary Requirements for Compound‑Feed Exported from the Russian Federation to the People’s Republic of China (hereinafter referred to as the Protocol)

II. Scope of Permitted Imported Products

Compound‑feed mentioned in this Announcement refers to feed formulated by mixing multiple feed raw materials and feed additives in certain proportions.

III. Requirements for Production‑and‑Processing Enterprises

1. Approved and law‑fully operated by the competent authority of the Russian Federation;
2. Implement a sanitation‑management system based on Hazard Analysis and Critical Control Point (HACCP) principles;
3. Recommended by the Russian Side and registered with the Chinese Side.

IV. Raw‑material Requirements

(1) Animal‑derived Raw‑materials

1. Terrestrial‑animal‑derived raw‑materials shall originate from disease‑free zones for relevant animal diseases recognized by China and compliant with standards set by the World Organisation for Animal Health (WOAH);
2. Aquatic‑animal‑derived raw‑materials shall come from aquaculture farms in Russia or legally‑harvested aquatic animals;
3. No terrestrial‑animal culled for animal‑disease eradication purposes or animals of unknown cause‑of‑death shall be used;
4. No animal‑derived ingredients other than milk and dairy products shall be added to ruminant feed.

(2) Plant‑derived Raw‑materials

1. Free of any animal‑health‑hazardous substances prohibited under laws and regulations of China, the Russian Federation and the Eurasian Economic Union, including genetically‑modified components not approved by the competent Chinese authority. The content of toxic substances shall not exceed the limits specified in relevant laws and regulations of China, the Russian Federation and the Eurasian Economic Union;
2. No viable seeds shall be contained in plant‑derived raw‑materials.

(3) If raw‑materials are sourced from a third country, they shall have been legally imported and traceable back to their country‑of‑origin.

V. Production‑and‑Processing Requirements

1. Raw‑materials for feed production shall undergo heat‑treatment at a temperature of no less than 90 °C for a minimum duration of 30 minutes, or receive other equivalent treatment approved by the Chinese Side;
2. Finished feed products shall undergo heat‑treatment at a temperature of no less than 70 °C for a minimum duration of 30 minutes, or receive other equivalent treatment approved by the Chinese Side.

VI. Product Requirements

Prior to export to China, processed compound‑feed shall be sampled randomly and tested by the competent Russian authority, and satisfy the following microbiological criteria:

• Salmonella: Not detected in 25 g sample; n=5, c=0, m=0, M=0
• Enterobacteriaceae: 1 g sample; n=5, c=2, m=10, M=300

Definitions of parameters:

• n = number of samples tested
• m = micro‑organism threshold value: the batch passes if no sample exceeds m
• M = maximum permissible micro‑organism count: the batch fails if one or more samples reach or exceed M
• c = number of samples with microbial‑count values falling between m and M; the batch remains acceptable provided all remaining samples have counts ≤ m

VII. Packaging, Labelling, Storage and Transport Requirements

1. Products shall be packed in brand‑new, clean, well‑sealed, moisture‑proof and damage‑resistant packaging materials;
2. Packages shall bear labels in Chinese, Russian and English, complying with the Chinese national standard Feed Label (GB 10648);
3. Outer packages shall indicate information of the production‑and‑processing enterprise and its registration status, together with warning statements such as “For Feed Use Only”;
4. Effective anti‑contamination measures shall be adopted throughout production, storage and transportation.

VIII. Pre‑export Inspection and Certificate Requirements

1. Products bound for China shall be inspected and quarantined by the Russian Side, and a sanitary certificate shall be issued in accordance with the mutually‑agreed certificate template, certifying compliance with the Protocol;
2. At least one original official sanitary certificate shall accompany each consignment exported to China.

IX. Entry Inspection and Quarantine

(1) Quarantine Approval

Import enterprises shall apply for and obtain the Permit for Entry‑Exit Animal‑and‑Plant Quarantine in accordance with relevant provisions.

(2) Document Verification

1. Verify that a valid Permit for Entry‑Exit Animal‑and‑Plant Quarantine is attached;
2. Verify that the goods originate from a registered production enterprise;
3. Verify the authenticity and validity of the sanitary certificate.

(3) Goods Inspection

Chinese Customs authorities shall conduct inspection and quarantine on Russian compound‑feed consignments in accordance with applicable laws, administrative regulations, rules and the requirements laid down in this Announcement. Consignments passing inspection and quarantine shall be granted entry.

(4) Disposal of Non‑compliant Consignments

Where non‑compliance is detected upon arrival, Chinese Customs shall dispose of the consignment in accordance with relevant laws, administrative regulations, rules and the Protocol.
